Reading the Container
Number at the Gate

Every gate movement at QISW is now recorded with a photograph, and the software behind the gate lane reads the container number out of it. A truck arriving at Gate IN or leaving at Gate OUT has the number on its door located in the frame, the reading is checked against the number the appointment expects, and the controller is told the answer while the vehicle is still at the camera — a clean match ticks the confirmation they would otherwise make by hand, and anything doubtful asks for a retake on the spot.

That turns the photograph from a record made after the fact into a check made at the gate. The number is read the way it is actually stencilled — including numbers running vertically up a container's corner post, which no ordinary text reader gets right — and it is validated against the ISO 6346 check digit built into every container number, so a misread almost never survives as a plausible one. The check advises the controller; it never blocks a truck from moving, and the number it reports is always compared with the one already on the booking rather than trusted on its own. A licence plate is photographed alongside it as evidence, and every photo is filed against the appointment, the driver, the vehicle and the cargo.

Transforming the RPSL Gate
with QR Code Technology

RPSL has moved its gate process onto QR codes. A payment receipt, an export booking, and now even a single vehicle each carry their own scannable code — the same one a driver, an agent, or a walk-in collector uses to move through the gate from start to finish, with almost nothing to type by hand at the barrier.

Truck drivers scan their own payment receipt to book a slot and get a gate pass on their phone. A person collecting a single vehicle no longer needs a truck, a booking, or a login at all — the receipt they already hold is the pass, shown once on the way in and again on the way out. For a shipment of several vehicles at once, each one now gets its own individual QR code, so the gate officer never has to pick the right vehicle out of a growing list — one scan, one vehicle, every time.

How a PSDI-Supported PPP is
Strengthening Tonga's Ports

A new public-private partnership supported by the Pacific Private Sector Development Initiative (PSDI) — a technical assistance programme of the Asian Development Bank — is improving cargo handling at Tonga's Queen Salote International Wharf, while freeing up Ports Authority of Tonga resources for safety, security, and infrastructure investment.

Published in March 2026 as part of PSDI Phase IV (2020–2026) key reform case studies, the report documents how the competitive tender process led to RPSL's 10-year stevedoring concession signed in August 2022 — and the significant operational and financial improvements that followed.
